Policy Analyst (Circular Economy)

Zero Waste Scotland is helping Scotland to develop a circular economy and reach net zero, through policy and business support. We are a not-for-profit environmental organisation, funded by the Scottish Government and European Regional Development Fund. While continuing to provide expertise and support on waste management and resource efficiency, we are expanding our policy focus to the wider circular economy and the path to net zero.  

Scotland has ambitions to be one of the leading circular economies in the world, as outlined in the 2016 document Making things last: A circular economy strategy for Scotland. The Scottish Government has stated its intention to keep pace with EU-level environmental standards, and Zero Waste Scotland is supporting it to assess and implement legislation aligned with elements of the EU’s Circular Economy Action Plan, along with UK-level legislation on extended producer responsibility and new Scotland-specific legislation. We also help to identify future policy opportunities. 

We are looking for an experienced Policy Analyst to take a leading role in defining, evidencing and implementing our policy work to advance Scotland’s circular economy. You will develop research projects aimed at identifying future policy focus areas and establishing the evidence required to design, and build the case for, high impact policies. You will create strategies to increase our policy impact, building partnerships with external organisations, speaking at external events and writing reports for publishing; as well as liaising closely with our operational teams, to ensure that our on-the-ground experience informs policy developments. You will share policy insights with colleagues and Scottish Government stakeholders in a concise and targeted manner. 

The ideal candidate 

The ideal candidate would demonstrate the following attributes:  

A strong degree of awareness, curiosity and ambition regarding circular economy and net zero issues and policies, including how to embed them into other policy areas.  

  • The ability to grapple with the technical details of a policy and to consider its systemic impacts.  
  • Pragmatism and an ability to mediate multiple viewpoints to achieve positive results.  
  • Very strong analytical and communication skills. 
  • Keen to bring new ideas to the table.  
  • Flexible, and able to quickly familiarise themselves with, and critically evaluate, new topics.  
  • A good collaborator, confident to proactively reach out to a wide range of stakeholders and develop positive working relationships.  

Regular visits to Scottish Government offices, and other occasional travel further afield, will be required once Covid-19 restrictions are eased.

Salary and benefits 

£41,718 (pay range is £41,718 - £46,353 and the successful candidate will be appointed to the starting point).

We are a not-for-profit environmental organisation, funded by the Scottish Government and European Regional Development Fund.  

This role is based in our Stirling office located next to Stirling railway station and is conveniently accessed from across central Scotland.  We are leading in reducing our carbon footprint by encouraging all staff to work from home on a permanent basis. To those for whom this is not a preferred option, we offer additional options to work flexibly.
